Governor Wolf Raises Thresholds for Nonprofit Audits
On December 22, 2017, Governor Wolf signed two bills into law. Both Acts amend the Solicitation of Funds for Charitable Purposes Act to affect several important Bureau processes. Both Acts become effective 60 days from the date they are signed by the Governor, which is February 20, 2018.
Act 71 (HB 1420) amends the Charities Act to raise the thresholds for an audit, review or compilation of the financial reports required to be submitted by charitable organizations that are registered under the Charities Act.
Act 72 (HB 1421) clarifies that annual registration statements for charitable organizations must be refiled annually based on the postmark date instead of the date received at the Bureau.
Advocacy Update: Tax Reform
Thank you to all of the arts and culture advocates who spoke out on tax reform late last year. With that process finished and the final bill available, some may have questions over its lasting impact on our sector. By far, the best resource that the Alliance's advocacy team has found on the tax bill is the National Council of Nonprofits' analysis of the final legislation, updated in early January. That document can be found on its website.

By now, you've likely heard about the proposed tax reform plans put forth by the House and the Senate in Washington, DC. While they differ in some ways, the negative effects they would have on our sector, and on nonprofits across the country, are the same: first, both plans encourage partisanship amongst nonprofits, especially churches; second, both plans seriously disincentivize charitable giving. The Arts Administration & Museum Leadership Graduate Programs at Drexel University present Rankin Scholar Emiko Ono guest lecture and discussion on November 6. The program is free to Drexel students, faculty and staff, and to members of the Greater Philadelphia Cultural Alliance, but requires a reservation due to limited space.
