HR people are inundated with resumes and probably have literally thousands of resumes from which to select, if in fact they are looking at resumes at all. At times HR managers list jobs for compliance purposes. Managers who are hiring phone colleagues to find talent. Nowadays there is so much available talent you need to be visible to the managers and directors not the HR people!
