Stephen Mullin

Principal and Founder, Econsult Solutions, Inc.

Stephen P. Mullin is a Principal and Founder of Econsult Solutions, Inc., a Philadelphia-based consulting firm that provides analysis and insights at the intersection of economics, planning, and public policy. He advises clients in the areas of economic development, public finance, policy analysis, real estate, energy, and business-government strategies. His consulting work, which dates back to 2000, has served state and local governments, public agencies, private businesses, real estate developers, and nonprofit institutions.

Prior to entering private consulting practice, Mullin held senior roles in city government and private business. He served as Philadelphia’s Director of Commerce from 1993 to 2000, chairing the Mayor’s Economic Development Cabinet and helping coordinate the work of the City’s development agencies and Division of Aviation. He also served as Philadelphia’s Director of Finance from 1992 to 1993, and earlier held leadership roles with the St. Louis Development Corporation, Laclede Gas Company, and the City of St. Louis, where he was Budget Director.

Mullin has long been active in Philadelphia’s civic and professional communities, bringing his expertise in economics, public finance, and economic development to a range of corporate, public-sector, civic, cultural, and advisory boards. He has also taught economics, public policy, and public finance at universities in the Philadelphia and St. Louis regions for more than 40 years.

Mullin holds an A.B. in Economics from Harvard University and an M.A. in Economics from the University of Pennsylvania.
