Project Overview:

The City of Philadelphia’s office of arts and culture, Creative Philadelphia (Creative PHL) announces an open call to commission site-specific, permanent, public artworks to be installed at Constitution Health Plaza at 1930 S. Broad Street in the Newbold neighborhood of South Philadelphia. This public art commission is possible through the City's Percent for Art program and is part of a recently completed construction project at Constitution Health Plaza that includes a new Department of Public Health laboratory space and significant interior improvements.

The Constitution Health Plaza: Public Health Lab Percent for Art commission will provide an opportunity for one (1) artist or one (1) artist team to create multiple indoor murals to be located in the Shared Lobby and Public Health Lab areas on the second floor in the main building. See pages 4-6 for more details about the artwork requested for the site.

All interested artists are invited to apply for this public art commission. Artists who may not possess the full range of skills or experience required to fulfill every aspect of the project are strongly encouraged to form teams with other experienced artists. These teams should consist of two or more artists with diverse, combined capabilities to create and install complete murals. All principal team members must be listed as part of the application, and teams cannot be formed after submission of the application for this opportunity.

Priority will be given to artists or artist teams who reflect the diversity of Philadelphia, and BIPOC (Black, Indigenous, People of Color) and female artists or artist teams are strongly encouraged to apply. Qualified local artists or artist teams who live or work in the community around Constitution Health Plaza will also be prioritized for this opportunity, but any artist may apply.

All artists or artist teams who are interested in this opportunity are invited to respond to the Call for Artists by submitting an application detailing their qualifications ONLY. Applicants will be narrowed into a smaller group of the three (3) best qualified Finalists who will be invited to participate in an interview to discuss their prior artwork, proposed community engagement, and project timeline. No concept designs will be required at this time. The winning artist/artist team is selected by the Committee based on their application and interview.

Engaging the community and incorporating their input will be crucial to ensuring their perspectives are represented in the artwork's creation. Opportunities for community engagement will enable the Winning Artist/Artist Team to hear directly from members about their ideas and aspirations for the project. The Winning Artist/Artist Team will be encouraged to align their proposals with the feedback provided during these artist-led community engagement sessions.

A total budget of $90,000 has been allocated for this Percent for Art commission. This sum is inclusive of all artist(s) fees, insurance, drawings, renderings, models, materials, fabrication, installation, lighting, equipment, travel, artist-led community engagement, and all other project related expenses to support the creation and installation of the artwork.
