State Legislature's Delay Affects Philadelphia's Cultural Funding

(Updated August 25) PHILADELPHIA -- On July 30th, Mayor Michael Nutter held a press conference to urge the Pennsylvania General Assembly to take action on legislation that would allow the city to move along with its Five Year Plan and close the $700 million budget gap. He noted that if the two proposed measures were not approved by the legislature and signed by Governor Rendell by August 15, the city would be forced to implement the draconian "Plan C" budget.

(August 5) HARRISBURG -- Today the PA House of Representatives approved legislation that would temporarily expand the sales tax in Philadelphia and allow the city to defer some of its pension plan payments in order to balance its FY2010 budget and five-year plan. The measure now moves to the PA Senate.

HARRISBURG -- Gov. Rendell signed Senate Bill 850 into law today after vetoing all program funding line items except those pertaining to payroll and essential public protection. The measure creates a state budget of roughly $11 billion, and eliminates all grant funding for arts and culture in Pennsylvania.
